I was sceptical, but I received an e-mail back from the site owner. It appears genuine, and there will shortly be a scanned letter from a lawyer in Germany put on the site to confirm this. There is also an alternative prize of 150k euros to the winner if he/she doesn't want a house in Germany.
All in all seems a very good site. Also seems to be getting a lot of hits. Perhaps there is an active promotion campaign going on?
